大英2000年反恐法案定义的恐怖主义是"… the use or threat of action… designed to influence the government or to intimidate the public or a section of the public… and is made to advance political, religious, racial, or ideological cause…" This act must "… involve serious violence against a person, damage to property, endangers life, creates a risk to health, and is designed to interfere with an electronic system."
可见恐怖分子，包括国内恐怖分子是有政治、宗教或意识形态追求的，通常通过极端、暴力、威胁公共生命和财产安全的手段逼迫政府作出对自己有利的政策，所以至少还有谈判的可能。
但支那的献忠遍地都是，纯属社会从上到下都无比黑暗而报复社会，根本没有谋求改变政治的想法，而是纯拉垫背。因此献忠行为的出现无法预测、无法监控，更无法谈判。
因此，支那真是太安全啦，冷不定就给一刀。
